The Bissell 3950 Velocity Upright Vacuum has patented multi-cyclonic technology providing continuous suction. With 12 amps max cleaning power, this vacuum offers very powerful suction. The exclusive Dirt Lifter brush gives added cleaning aid, and the multi-cyclonic technology includes multistage filtration, keeping filters clean for longer, allowing continuous suction power. This cleaner features a wide base for a more ample cleaning path, has a very easy-empty dirt cup, a scuff-resistant bumper, a rotating turbo brush and an easy to change belt system. Armed with an air- filter light to advise when filter needs changing, this vacuum is easy to assemble and has an extra long, 35′ power cord.

Customer feedback rates this vacuum highly, claiming that it actually found more dirt in rooms they thought were already clean, and left carpets fluffier and newer-feeling. First rate reviews for cleaning carpets, including cleaning up pet hairs from carpets (and furniture with the attachments), though not specially recommended for hard floors.
The hose attachments and the extra long cable got particular mention, as well as the lighter weight, although certain reviews mention that it is slightly top-heavy and prone to tip over. Overall, rated very highly.
